China to Adopt Appliance Producer Responsibility System

China's State Development and Reform Commission (SDRC) has drafted an administrative regulation concerning disposal of replaced household electrical appliances, in response to an increasing disposal problem regarding the replacement of home electrical appliances and electronics.

The draft regulation provides the implementation of a producer responsibility system, under which home electrical appliance manufacturers are required to adopt designs favorable to recycling methods, choose recyclable materials, and clearly state the contents of materials in the product's instruction manual.

According to the draft, companies producing electrical appliances may dispose replaced appliances by themselves or entrust the work to qualified disposing companies.

The draft also provides that electric appliances distributors and after-sale service institutions are obliged to call back replaced appliances and hand or sell them to qualified disposing enterprises. In addition the draft suggests that replaced electric appliances conforming to the security standards after tests and maintenance should be marked for reutilization and sold to distributors of second-hand electric appliances or on second-hand goods markets.
