Governor Gray Davis of California, U.S. vetoed a bill to require
computer makers to charge buyers a recycling fee at the point of
sale, saying it would create unnecessary bureaucracy. Hewlett-Packard Co. and other PC makers opposed the bill, which would have added a U.S. $10 fee to purchases starting Jan. 1, 2004, to pay for a state-managed recycling program. Had the governor signed the bill, California would have become the first U.S. state to require an upfront recycling fee. (Bloomberg News)
