Homeowner Payments to Stimulate Energy Efficiency Upgrades in England and Wales

The Green Deal Home Improvement Fund in England and Wales will pay homeowners as much as £7,600 when they make certain energy efficiency upgrades.

Green Deal was launched in January 2013, but the incentive levels turned out to less than stimulating to UK homeowners. Red tape and administration impediments made working with the program difficult.

The new incentives start in June 2014. The program will be open to all homeowners, not just recent home buyers.

One of the companies that will benefit from the program is Baxi, UK-based manufacturer of residential boilers, solar heating boilers, and combined heat and power appliances.

Baxi Managing Director Paul Hardy said he welcomes the news of better incentives to be offered by Green Deal. But he was disappointed that installers who want to be a part of the program still face red tape and cost.

"We were hoping that the new scheme wouldn't include the same red tape and cost as the wider Green Deal scheme. Unfortunately the PAS 2030 registration required to become a Green Deal installer is likely to discourage some installers from getting involved," Hardy said.

He added: "It is of course completely understandable that the Government wants authorized installers to carry out Green Deal Home Improvement Fund work, but there are other, less costly, less complicated ways for installers' competence and professionalism to be demonstrated. We hope that we can work with government to make the scheme more accessible to installers."
