The United States Department of Energy (DOE) published a notice in the Federal Register on July 25, 2013, about a Petition for Rulemaking for residential central air-conditioner and heat pump regulations.

The Air-Conditioning, Heating, and Refrigeration Institute responded with a letter to DOE in late August, stating that DOE should not collect Energy Efficiency Rating (EER) information on split-system and single-package air-conditioners until after Jan. 1, 2015.

This data is gathered to satisfy DOE's annual certification reporting and will be entered into the Compliance Certification Management System (CCMS).

AHRI recommended DOE put its efforts on finalizing corresponding regulations for the enforcement of regional energy standards for residential furnaces, central air-conditioners, and heat pumps.

AHRI said that the DOE should take into account that several residential HVAC producers make EER data available in product literature or in the AHRI Directory of Certified Product Performance.

AHRI's letter also urged DOE to avoid enabling the CCMS database to be used as a sales tool by publishing EER data that would not face DOE enforcement testing until after Jan. 1, 2015.
