The Conference Board Consumer Confidence Index, after a slight improvement in September to 46.4, declined in October and now stands at 39.8 (1985=100).

The Present Situation Index decreased to 26.3 in October 2011, from 33.3 in September 2011. The Expectations Index declined to 48.7 in October, from 55.1 in September.

"Consumer confidence is now back to levels last seen during the 2008-2009 recession," said Lynn Franco, director of The Conference Board Consumer Research Center. "Consumer expectations, which had improved in September, gave back all of the gain and then some, as concerns about business conditions, the labor market, and income prospects increased. Consumers' assessment of present-day conditions did not fare any better. The Present Situation Index posted its sixth consecutive monthly decline, as pessimism about the current economic environment continues to grow."

Business Conditions, Current:
• Consumers claiming business conditions were "bad" were 43.7% in October 2011, up from 40.5% in September.
• Consumers claiming business conditions were "good" were 11.0% in October, down from 12.1%.

Employment Conditions, Current:
• Consumers claiming jobs were "plentiful" were 3.4% in October, down from 5.6% in September.
• Consumers claiming jobs were "hard to get" were 47.1% in October, down from 49.4%.

Business Expectations:
• Consumers expecting business conditions to improve over the next six months were 9.1% in October, down from 11.8% in September.
• Consumers expecting business conditions to worsen in the next six months were 21.5% in October, down from 21.9% in September.

Employment Expectations:
• Consumers anticipating more jobs in the months ahead were 11.3% in October, down from 11.9% in September.
• Consumers anticipating fewer jobs in the months ahead were 27.4% in October, down from 28.6% in September.
• Consumers anticipating an increase in their incomes were 10.3% in October, down from 13.5% in September.
