DOE Proposed 27 New Appliance Penalties in September

The U.S. Department of Energy proposed 27 new penalties against companies selling products in the United States without certifying that they comply with energy efficiency or water conservation standards.

The 27 companies identified on Sept. 13, 2010, include manufacturers, importers, and private labelers of appliance, plumbing, and lighting products.

Many of the penalties appear to be simply paperwork problems. Appliance makers like Daewoo, GE, and De'Longhi received penalty notices because they had failed to provide DOE with efficiency documentation on certain specific products in their appliance lines. All three had addressed the issue with the DOE by Sept. 22 by signing off on Compromise Agreements.

Other recent actions by the DOE have been more substantial, such as an order to Air Con to stop selling certain models of air-conditioners that fail to meet U.S. efficiency standards.

"This unprecedented number of cases reflects our commitment to enforce all aspects of the Department's conservation standards," said Scott Blake Harris, General Counsel of the Department. "Strong enforcement will encourage compliance and ensure cost savings for consumers."

The DOE said it is committed to aggressively issuing and enforcing minimum energy and water efficiency levels for products found in American homes and businesses. Under the Obama Administration, DOE established energy efficiency standards for more than 20 different product categories, intended to save consumers $250-$300 billion on their energy bills through 2030.

DOE reported that penalty notices were issued on Sept. 8, 2010 to the following companies:

• Afeel Corporation
• Allen Company
• AM Conservation Group, Inc.
• American Power Solutions
• American Valve, Inc.
• AmeriSink
• Artisan Manufacturing Corp.
• ASKO Appliances AB
• Averen Inc.
• Basement Systems Inc.
• Daewoo International Corp.
• De'Longhi America, Inc.
• Duralamp USA, Inc.
• Engineered Solutions
• Felix Storch, Inc.
• General Electric Appliances
• Hayward Industries, Inc.
• Hisense Kelon Electrical Holdings Company Ltd.
• Jandy Pool Products, Inc.
• Lumiram Electric Corp.
• Navien America
• Quietside, Inc.
• Sanyo Electric Co., Ltd.
• Stiebel Eltron, Inc.
• Westland Sales
