Canada Plans to Amend HVAC Energy Efficiency Regulations

Natural Resources Canada (NRCan) proposed more stringent energy standards for large air-conditioners, heat pumps, and condensing units that are imported or shipped inter-provincially in Canada.

The proposed amendment to Canada’s Energy Efficiency Regulations applies to factory-assembled commercial and industrial unitary air-conditioners, heat pumps, and air-conditioner condensing units ranging in capacity from 65,000 Btu/h to 240,000 Btu/h. Large AC with a cooling capacity ranging from 240,000 to 760,000 Btu/h and greater than 760,000 Btu/h are proposed to be added to the regulations.

A new energy efficiency descriptor for part-load performance has also been introduced. The part-load metric is expressed as an Integrated Energy Efficiency Ratio (IEER) and it replaces any Integrated Part-Load Values in the efficiency standard for large ACs and heat pumps. Equipment must carry a verification mark indicating that energy performance has been verified. The verification mark is the mark of a certification organization that has an energy performance verification program for this product and must be accredited by the Standards Council of Canada.

NRCan proposes that equipment manufactured after Jan.1, 2010, which are subject to the proposed amendment, will be required to meet the stated efficiency levels and prescriptive requirements.
